Ask a hard money lender for the money and after you have the properties, refi with a bank. My 2 cents.

I have a real estate license and can help in that regard, but wants the other party or parties to think outside the box, who know how to approach an owner, where to find owners who seem impossible to find, and find houses that don't need extensive reno. Brandon Turner shares a formula regarding rentals. He owns alot of rental properties and has done a few webinars on the subject. If I were you, I would listen to some of his webinars about the subject. He is very successful at it. Brandon Turner has also authored some books on the subject.

Yes. absolutely take a contractor with you!

If it was me, I would try to find out  who is paying taxes on it, and tell them that you would like to buy it to fix up. That would make the property values around that property go up and they would be able to collect higher taxes on the property itself.
