It depends on your current DTI and if you need the cash from your current duplex to buy another property. Keep in mind if you refinance out of your current duplex you will likely be getting a much higher interest rate now than what you would have gotten a year ago.

You should specify who pays the taxes in the contract.

Look at other multi family units in the same town and see what they have and what they charge for rent. Majority of tenants aren't too picky by me if they have to share laundry. If there is in unit laundry, you can usually get more rent.

Check what it will cost to add flood insurance with your insurance agent. Subtract that number on top of your other expenses from the rent to get your cashflow. If it is still cash flowing, I would do it.

Paint, flooring, kitchen, and bathroom typically add the most value. This can also be highly dependent on what the comparable properties in your area have done. Evaluate comparable properties that you want your property to appraise for and make similar updates.
