@Account Closed I like this list.  Deff doing new windows and everything that Eric listed.  The new windows are needed really bad, they are rotted out completely.  The cabinets in the 3 bedroom are shot completely.  Unfortunately looks like we need to replace those, however there is a Habitat for Humanity restore on my way to my office every day I can stop in and see what they have come in. Same with windows and such.  I will have to evict/not renew month to month lease for the tenants so that will give me 60 days to gather materials for my contractor and try to get some sales/discounts on stuff.  

My contractor is going to work on the outside first anyways and my wife and I are going to clean the yard up and get some mulch down.  At least get that done while we're waiting for tenants to leave.

@Tyler Bushey Thank you.  Thats what I was thinking.  White trim and grey walls, updated lighting, etc.

@Grant Rothenburger I plan on keeping the cabinets in the 1 bedroom unit which is the smaller kitchen.  The downstairs kitchen which is the big L shape one may not be possible.  The stove is a fire hazard with no venting and they are pretty rough.  I may also just take out one.

Currently have a Duplex under contract for $35k, rehab estimate is at $20k with a $5k contingency, ARV is $80-$100k. Looking for thoughts on what some experience BRRRR would do with this place cosmetically (already doing all the windows). Its a 1 BR unit and a 3 BR unit. Its in a C+ Neighborhood and a decent town. Let me know your thoughts!

I highly suggest Central Maine Property Management.  They are great and take care of their landlords.  They're full service as well so they have a handyman company as well as a lawn care/plow company.   

Well update time... the property appraised for $100k less then asking due to no comps and high vacancy currently due to the issue with the state.  Currently working on negotiating owner financing in order to let it stabilize and then get commercial financing.  Will update beyond that once I have more info.

Like @Carl Hebert mentioned I would talk with their case worker.  Explain the situation and the scare of losing their 100% subsidized rent I would hope scare them into stopping what they're doing.
