Check out TrafficMaster's Allure vinyl planks.  They are floating floors, water resistant, easy to install over existing laminate or vinyl.  I did them in a bathroom.

Look for smaller, local banks.  I've used them in a similar situation.

That sounds like a child neglect/safety issue and or abuse of the disabled - with all the laws California has they are probably violating a couple there.  Ask your lawyer what you should do about that, I might be calling Health & Human Service if it was me.  They might not hang around with government agencies showing up wanting to investigate them.

Good article and I have no doubt the statistics are accurate. However, I would point out that the 2006 was a RE bubble, and therefore those prices are not a sound basis for comparison IMO. So, when they say it is 20% below that peak inflation adjusted, I think it makes it look better than it actually is because that is compared to bubble prices. 

 Are you implying that we are not in a bubble right now?

Since it seems like you need more money and less debt, I think the best way you can get to the "real estate gambling table" is to first get more money.  Apply for new jobs, expand your skills in your current field, get a second job, Teach USA program or the military (pays back student loans) are a few ideas for improving your bottom line in the near future.  Good luck to you.
