man, why are you sweating 250 bucks? You have an opportunity to shadow a professional gc which will teach you so much and make you look more professional in the sellers eyes. You need to go through this exercise even if you don't buy the house. Just get in there and go!!! Practice negotiating with people at garage sales and people who offer items for sale in their yards like cars, boats, etc. This will help you get more comfortable when negotiating. You can do it.

the buildings may be above the base flood elevation but the parcel itself may be throwing you in the flood zone. You need to first see where the property lies on the FEMA firmette to determine what zone it is in. From there I can advise. It may be that only a few units are affected. The lender will require flood certs for the buildings. Usually not a big deal. I'm a land surveyor and I do lots of elevation certificates. You may not have that big of a problem.
