Searchbug.com has a good, very inexpensive reverse email append you might consider.

Several of my clients have preached that you need to act as though you are looking for their name in a stack of paper and then giving an off hand message about a property you were told about. Which explains why you don't say their name or anything specific to them in the message.

@David Lee I hear some people say that, and am not a lawyer, but to me it really seems like calls anything off-market people on here are dealing with would meet the definition of telephone solicitation that is laid out. 

To my knowledge, this is not something new.

Searchbug.com (my employer) is a California skip tracing company that can fulfill nationwide. We have an investor-friendly skip tracing service that is of a similar grade in terms of accuracy to TLO.

You're marketing the professional service you provide, which pertains to purchase/investment in property.

Straight from the FCC:

"The term “telephone solicitation” means the initiation of a telephone call or message for the purpose of encouraging the purchase or rental of, or investment in, property, goods, or services"

Make sure none of the owners are in Florida if you don't plan to do this immediately. Rick Scott signed a bill that goes into effect in a month and a half that changes the states definition of telephone sale to include voicemail transmission, closing up the loophole RVM thrives within in that state. 

Has anyone used Realeflow.com for info like this?

I am interested in hearing about this as well. I have over 100 wholesaler clients who use our tool to append phones to real estate data containing owners' names and addresses, we have a tool that does this for email too and as far as I know ZERO wholesalers use it. 

I am really curious about this because in the USA it is perfectly legal to obtain someone's email and contact them so long as you abide by CAN-SPAM, which is very easily complied with. Compare this to TCPA and it is a much less strict law when reaching out to strangers.
