@Lamar Athill become an expert in the area you are trying to wholesale. 

Understand what retails properties sell, average prices per sq/ft, types of properties investors are looking for, what rents are, what areas sell the best for investors, what to look for to get accurate rehab estimates, more properties you visit and see in-person the better, and most importantly, dont be lazy! 

A majority of banks will go off the same FHA Guidelines, private lending will be a much more likely route.

Some resort communities have an HOA initiation fee which from the sounds of it that is where it is. I'd definitely skip it because that is complete BS fee that you'll never see again.

If you can find a good deal and only put down 3.5% then you should definitely jump on it. At 19 you'll be lightyears ahead and already get the ball rolling greatly before you're 21. Even if you find a Duplex that'd be great, you gotta get out from under your moms house ASAP if she's charging that much! But more than anything spend the money and go to college and live the college life!
