@Benjamin Mensah, It is very neighborhood dependent in Albany, you can't apply a blanket rule.  There are lots of neighborhoods from trendy, government/hospital, student and low income. Depending on your goals would steer you to some particular neighborhoods.

In our area building new is challenging for investment properties.  Building is expensive due to scarcity of suitable lots and construction costs, especially as compared to existing 2-4 family homes.  Many areas are not zoned for a 2-4 family as a primary use, either not allowed or requires a special use permit.  You'll need to start learning about zoning maps and town regulations in areas of interest.

Hi Adam, I'll PM you some contacts. Best to stick with local community banks for these types of situations. You could also look at HELOC type products rather than a traditional mortgage.

@Joshua Lupo With all the stability Albany offers, there is less risk for investors and more competition from owner occupants to keep prices up.  I think its just risk vs reward.

Albany has very steady rental pool for the reasons you described.  This also keeps property values up though.  There are other neighboring towns in the area which offer better returns, but taxes are a given up here and should be factored in advance.
