I use VA's from the Philippines for my business and cold calling is one of their main tasks. English proficiency is big and a neutral accent for calling. My VA's have set many appointments for me from cold calling and have done plenty of deals with the leads they generated! You'd be surprised how good their English and accents can be. Just be clear on the role and responsibilities you want the VA to fill and make sure their skills and personality align with those tasks.
