How to find an experienced cold calling virtual assistant

Hello. I would love to hear advice from anyone that has successfully found and hired a cold calling professional for a real estate investment company. I have tried and failed to find someone that works for my business. I want to pay a fair % of deals closed instead of hourly- as I have found that I cannot ensure the cold caller is actually working!
