Follow the advice that @Colleen F. has provided and you'll be on the right track. This isn't a quick fix, but it isn't that complicated either, and shouldn't cost you much, if anything to resolve.

Dogs are fine. It's kids that have created the most havoc in my experience. But, as the case with anything in life, it depends on the players playing the game.

 Bottom line is this. You need to take action one way or the other. Get an exterminator back out there to document. If you have a rat problem take care of it. If you have a tenant problem you'll have information you need to start the evection.

Have you contacted the pest control company and asked why this problem wasn't taken care of after you (assumingly) paid for the service? Any reputable exterminator would be able to elimate the rats, find the access point(s) and either do the exclusion work or offer suggestions as to what you'd need to do to keep them out.

I wouldn't DIY the extermination. It would require getting your tenants involved. Checking/emptying traps, handling bait, carcasses etc. Not something they should be doing considering the health risks. 

Honestly, if I were your tenant, I'd be pissed too.

Our cat routinely turned the knobs on our old gas stovetop, which didn't have an adequate locking mechanism (where you have to push and turn).  When we updated our kitchen we made sure to get a range that has this feature. Even still, a dog leaning on them can easily turn them.  If we're going to be gone for the day, and I remember, I pull the knobs off and stick them in the drawer.  Also want to make sure to keep all food items stored so they don't have incentive to go up there in the first place. Definitely a concern.

@Dan Mason. I  I agree wholeheartedly about the parking. My area of interest extends outward along the W. Liberty Ave corridor, Brookline included. Great neighborhood.

Hi @Chris Policicchio. The short answer is the South Hills area where I'm from. I'm retired, and I'm not interested in building a large portfolio of properties at this point. My plan for the time being is to purchase something that I could rent short term- furnished to traveling professionals or even Airbnb it. I'm looking at Soutside Flats primarily, realizing that this type of property will need to be in an area with plenty of amenities. I'd like to do the same in a warmer climate as well so I could block time for personal use. I'm just now putting together a direct mail campaign, as I've learned very quickly that the MLS is probably not going to give me any love.

Hey Chris, looks like you and I have traded places. I worked my w-2 job in the D.C. area for 25 years and have since returned to Pittsburgh. I wish I'd played the RE market there (Northern VA) better, but I wasn't into real estate investing at the time. I'm currently looking at the South Side Flats for maybe an Airbnb setup. Anyway, congrats on your success and much luck going forward.
