Sounds like you have everything running smoothly.  lots of LLs have investment property in other states and with a PM it's fine.

I use landlord locks, so one key will fit every lock. One key for each lease holder.

Isn't LA rent controlled? How long have the tenants been there. If one person doesn't have the rent that means no one has th rent. Don't accept partial payments kick 'em all to the curb -- don't turn into their therapist or social worker.  If you don't get all the rent when it's due issue a 3-day pay-quit.

If someone is smoking meth in the unit it will take a hazmat team to clean it out and you could possibly risk having the entire building vacated by the city.

Doubtful they will increase every 6 months, but yearly, yes. Contact your owner liaison and find out the process.  You should also attend any LL seminars that the S8 offers, s you can network with other owners.

INMO, it may create a negative conversation with the tenant. 

How are they getting a deposit back with the garbage left behind? I would not send pictures they know the condition the place was left in. I would just send the plain black and white accounting of damages.

What is the lease language about where to send noticed? -- use that address, otherwise use the box.

Interested to hear what others have to say.  I may be in the same boat with a tenant I'm dealing with.  Wouldn't this be a small claims case?

If you accept partial payment you should simultaneously give the tenant a 3-day pay or quit for the balance due.  I would not do daily visits to collect rent because that situation could get ugly -- don't jeopardize your safety and sanity.

If you don't get October rent give PQ notice and start eviction.

@Matthew Olszak, "law-clerking" -- funny! I kinda thought the same thing, but didn't have a phrase for it. 

For god's sake, @Brian Garlington, move on! I say that jokingly though. If she has these kind of concerns now imagine this train wreck a few months down the road. For a S8 tenant she sounds too annoying for me.
