Depending on the number of units you own and the location, you may also have to pay a fee to register your rentals. I know that Little Rock has an ordinance requiring annual registration. Here is the link: https://www.littlerock.gov/!us...

You can hire someone to attend on your or a corporate entity's behalf. As part of my law practice, we have represented out-of-state buyers. I have never seen anyone mail in a bid. I assume that it is because you could end up paying more than you would have to if you attend in person. 

Also, there is not GIS of every county in Arkansas at this time. Datascout has most of them, but the parcel maps are not always complete.

What is your question? Are you asking the process to sell out of a probate or are you looking for someone to do it?

With any formal probate sale in Arkansas, there must be an appraisal of the property and then an Order by the probate judge approving of the sale. There are some judges that will broaden the definition of "appraisal" to allow broker price opinions or even a county appraisal. However, others will require a formal appraisal by a licensed appraiser before signing an Order approving the sale. Hope that helps.

Until you have filed a Petition to Confirm Sale and Quite Title there is always a chance (for at least 7 years) the previous owner can come back and litigate against the sale. Typically they allege a due process violation (i.e. lack of notice) or lack of statutory compliance and ask the Commissioner of State Lands and/or a court to set aside the sale. The COSL has statutory authority to set it aside for any reason without any court intervention. You may have some equitable remedies should that occur, but you are still going to be fighting to keep your interest in the property. So the purpose of filing a Petition is not only related to securing marketable title, although it does that as well, but to protect your purchase.

They exclusive buyer agreement in Arkansas is the contract that governs how that agent gets paid (or what most agents use to govern their relationship with their client). You can sign it, but just limit its application to the single property you are making an offer and only for the purchase of the property. If the agent is unwilling to do that, find an agent who will accept the terms.
