Have you contacted the Health department to find out what exactly needs to be done?  I don't thinks its as expensive as you think as every contractor has to lead safe certified to work on houses pre 1978. so just get a lot of quotes to find the lowest price. I would say most realtors have no idea what it would cost.

I had an issue with a garage in Milwaukee. I had the state inspector called by the neighbors. I had to hire a lead certified contractor to vacuum up paint chips. I did have a deadline so the prices were all over the place. in the end is cost $450 and I needed to paint the garage. I probably could have found someone for less but I didn't have time to contact more contractors.

good luck. I would have used the 5 day notice  to start  the eviction earlier.  Were there  any documents  for  the assistance  that required  you to sign? Some of them have restictitons  on evictions  if you accept  the money.

I normally eliminate outside faucets when there is an issue.  If I am paying the water bill I do not want them washing cars also sometimes kids like to turn them on.

Are you buying it at the sheriff auction? if so you can get a writ of assistance  then the sheriff can evict.

I would fix the grading and add a dehumidifier in the basement.  I have houses with old stone foundations that I put 1/4 TB stone 3 ft around the house so the water is not absorbed into it as easy as soil.

Yes I have bought one a few years ago. You find a property and complete your due diligence. you show up at the court house with 10%of what you plan to bid in cash or cashiers check. First bid can be $1 over the banks bid then goes by min of $100. If you win the judge confirms the sale about a month later and you go back to the courthouse to pay the balance. There are a lot of deals there right now because the banks are selling them on the MLS for $20K to $50 above the auction price. there are reasons like taxes and trash outs why the price is higher.
