If there's somebody different there every time I would consider it a crack house. Go in there. Kick the low life's out and change the locks. They prob don't have a pot to piss in and can't afford coming after you for anything. Once your there working every day they will find another crap hole to squat in.
Yes as Joe replied. Your stating your income is troubling you already. The deal your looking at seems that it will stop you in your tracks once again after purchase. Meaning it might not be the best way to begin your investment. Maybe look for cheaper rental opportunities or build your bank roll with flips for future rentals. I have good income but am also starting with low bankroll. I see this as a good beginning but also have opportunities of a lot cheaper rentals in my market.

Not sure if I'm a 100% correct here. But usually when you type an address in Zillow.com the property will pop up. Scroll down to price/tax history. Open that tab. Then scroll down to county website in blue. Click that. Most of the time if you can get this far it should tell the property owner and there address of where there are billed. I'm a complete newb but I have enjoyed looking at this and finding out myself about questionable properties around my area. Hope this helps a little
