I'm looking at buying a property with cash where the utilities are cut off . Typically I'd have a property inspector inspect the property before buying it but since the utilities aren't on should I just Have an Electrician, Plumber, and HVAC tech inspect the property instead ? How would you move forward ?

I’m looking to sync with a investor friendly agent in Cleveland OH. So far I’ve only encountered agents that were too busy to respond or have minimum commission requirements . I’m investing remotely from NC looking to purchase 2-4 unit properties. I do have a list of properties I’m interested in putting offers on.
