I dont know your relationship with your tenant, but I wouldnt do it. Even people with family emergencies can get their dogs to a kennel or a vet, if they know they wont be home. Do they not have a friend they can call? I dont think its a good idea for a landlord to become a "friend". If they ask once, they will ask again. Not to mention the fact that the dog might get loose and run into the road, or get injured somehow. Just no.

Until you have been terrorized yourself by a pit bull, you can call it myth. But it isnt, it is fact. I have been, and it is the reason I bought a gun.

Your pit bulls are couch potatoes....until they arent. It happens all the time, after the first attack, or killing of a neighbors dog, its always "but they are so sweet, they never did that before". I wouldnt wait for the first time. They have a history, they are banned in several counties, and insurance will not cover them. Theres a reason for this.

Theres a balance of power going on here. The owner of the property needs to be in charge of their property. You arent. If the PM isnt working in your best interests, fire them. Now. They work for you, you dont work for them.

I would ask them exactly where in the Fair Housing Act does it say you can't discriminate against dog owners. Im pretty sure dog owners arent a protected class.

If that were true, why are there apartments that allow No Pets?

I think the point of being married would be protection for you. If you get divorced, it goes thru the court and would provide a resolution on the house. If you arent married and split up, with both of you on the deed, you could be fighting over the house for years.

Instead of going by breed, you could restrict by size and age, say nothing under a year of age, or over 30 pounds.
