I echo what Alan said, finding good tenants could make or break you when you're first getting started. Make sure to screen them (credit/criminal checks and references) and make sure they can afford the rent.

You're running into a problem many first time landlords face. That is, not fully factoring all expenses.

I'm not sure of all the variables, but without drastically increasing your rent and/or lowering your payments, it doesn't look like this property is going to be a great asset for you. Unless you think the property is in a good potential growth area, I would probably consider leveraging into a property that produces a higher ROI.

I would think both options have the potential to work. However, using a HELOC to finance your next property will probably be easier (if you're buying another "project") and cheaper (you'll likely get a lower interest rate).

Yes, you can do that. After you have sufficient equity, you should be able to take out a HELOC on the property to use for your next down payment.
