I would have to agree.  I ran the numbers on refinancing the property, and you still are barely cash flow positive.  I would happily take the offer of 200k, then take your profit and invest it in a property with more potential.  You can do a 1031 exchange.  You are justifying keeping the property because of the loan principal pay down, but this is a benefit you will get in any investment property.  So, it is not a good reason to stick by this property.  Good luck

Yes, don't spend any money on it!  You have such a great resource here at BiggerPockets.  Listen to the podcasts, read books, and follow the forums.  You are just getting started and there is so much you can learn for free.  Gurus just take what money you would have to invest in your first property.  You can easily find what you need to know to make a good first investment, and you will learn the rest as you continue investing.

My husband and I are under contract on some fourplexes to be built in Florida.  I like to call the people I will be dealing with out of state to get answers that I will need eventually anyway.  For example, I called property managers in those areas and talked about the area and made sure they thought my projected rents were realistic.  I would suggest calling insurance companies that could actually insure that property and talk with them.  Then you have a very solid answer, and you have started building a relationship with someone you might eventually work with.

It's a good platform, and allows you to set up your tenants to pay all their rent online.  Renter has similar features, but I have preferred Cozy.  You can have it automatically apply a late fee if rent is late, which is nice because sometimes that is hard thing to follow through with.

We are buying two duplexes in Arizona right now that are new construction.  We came into the project at the end, and they had chosen to build without garages.  Most of the rentals in that area do not have garages, but I really wish garages had been included.  I just think it keeps the property looking a lot nicer because the tenants have a place to put their stuff.  With this property, I am afraid they will have stuff piled outside with no place to put stuff.  I think we will end up building at least two sheds and charge those out for additional rent in the near future.  Plus, it always is nice to park inside and avoid the frost on the window in the early mornings.  We are probably going to build two more duplexes in that same area, but the next ones we build will have garages for sure.  Also, I think if people feel like they have enough room to keep their stuff and don't outgrow the place, they tend to stay longer.  Just something I have noticed between my properties that have space to store stuff and those that don't.

One of my rental properties had this same issue.  A permanent step was installed in the two bedrooms in the basement.  I have not had any issues with it so far.

Absolutely.  Either have them address the issue or get a price reduction to have it fixed.
