There are plenty of meet-ups in that area. You should start your own meet-up from here or talk to any brokers or agents you know for some advice.

Definitely ask your agent or brokers you've worked with for recommendations. They know some of the best and have dealt with enough situations to know who will be able to assist you in your current situation. 

It fully depends on your relationship with your tenants. If you are close with them and know they will and have paid their rent in full always then maybe you give them a break. Even in giving them a break though, there should be a sort of incentive to have them pay off any missed months in arrears after they've gotten their steady income back

You should obtain any permits you think you may need and then some. If you're not sure which you need its smart to consult with an attorney to prevent any unwanted costs in the future.
