Ron,

  Most lenders will require at least 2 years of work history for underwriting. You may want to check with broker or start out with simple duplex setup (live in 1, rent the other).

As others suggested I would also avoid craiglist, it's often trial error, for bigger jobs I request for licenses, picture ID,  look up contractors infor. your state licensing website, check references, ask questions, visit past job, for example a rehab, roofing job etc..

Welcome to BP, I would invest near U.C. (Cincinnati), and cincinnati state, campus housing is always issue, especially near clifton, I went to U.C.

raise rents

value ad like put in washer/dryer and charge extra

rent each room

re-finance the property if possible

see tax advisor about depreciating the asset 

You should add .com or URL on t-shirt, it should be free for plus or PRO members, great marketing tool and more advertisement revenues for the site.

You would need appraisal and/or inspection to make educated offer, 15K sounds too high with tax lien, the next thing you know there is 1K water bill, or some other problem :), these type of houses I would make low-ball offers.
