It's a great opportunity for lead to buy houses, fix/flip rent them out. Check in your local laws, probably have to to licensed, carry insuranced/bonded.  Let everybody know realtors, banks, title company, that your in this business, pass our your card, market your business etc..

All comments here are great, just to add if it's high turn-over unit, I would consider tile/ceramics they come in many different styles, colors, if you have good handy man it will last forever and never needs replacement.

I would just replace it if you can afford it, cleaning will be very labor intensive.  Home depot or lowe's have some products you can try, they maybe toxic for cleaning.

Check Stockton, Manteca & central valley (San Joaquin county).  You will find more "bread and butter" normal/blue collar type of tenants.  It's affordable and good entry point for investor in NorCal, also areas JayHinrichs noted are very good too. 

Also excellent areas more south central valley, Elizabeth Colegrove knows that area well such as fresno, hanford.

Bay area, marin county will always be inflated and over valued.

Great Work Stephanie, Sacramento is great place to invest. My first house was a duplex, lived in 1, rented the other side, in south sacramento, florin rd.  area.  

Endless possibilities, also suggest to network with other investors on BP and local Real estate investor groups or REIA.

If you going to live in one of the units and you need a place to live it's a no brainier, JUST DO IT!

Before another investor buys it, Southern CA real estate if very competitive in good areas.  I would suggest complete a due diligence including but not limited to:

current leases

prop. mgmt plan

service calls, repairs on units, building

city inspections

rent roll/pro forma

maintenance requests

tenant interviews

I would investigate opportunities to invest near University in Chico, I was in chico many year ago, nice little town. 

Check with your insurance if they can work about deal with these junk tenants.  Looks like they are just trying squeeze money out and destroy your parents property. If anything, you may consider collecting the damages caused by the fire from former tenants.
