To be honest with you, Sugarland will not give you what you are looking for because the price point is too high for new/cash-flow or creative investors.

I have not personally invest in Alief area but I have help clients analyze some properties there.

If the cash flow is great, I will say go for it. With that higher HOA in the upper $200, I am guessing this is a Condo/Town House?

If I may ask you sounds like an out of state investor are you working with any Investor-Agent on this transaction?

If Yes, your Investor-Agent should be able to answer most of your question or point you to some great resources.

I live in Spring 77373 close to the property you are talking about. It probably 10mins away from me.

Yes, the numbers will look good for the Spring because I have have Rental Property in the 77373.

The decision is yours, you need to go with the property you are more comfortable with since you are starting with a negative cash flow. Just do a careful Pros and Cons and go with the best.

You have received alot of great opinions here and the final decision is yours.

If I were in your situation, I will

1. House hack a fourplex with 3.5% downpayment.

2. Use the remaining funds to buy 2 distressed single family homes and flip them or a duplex. This will help you with some cash reserve.

After that you can start BRRRR and grow your portfolio quickly because you will have amplified your cash via leveraging depending on the price point in the market you chose to invest in.

 Since disaster is your concern, I will suggest you buy in Zone X and make sure the house elevation is higher than the street level. 

You can buy in the Houston suburb like Spring, Katy, Cypress, Humble, Atascocita etc. 

You still need to vet each property carefully to make sure it checks all your criteria.
