what is the best way to track down a vacant property owner? the county records shows that the mailing and home address is the same and clearly no one lives there I know of 4 homes in my area that are in this situation.

I recently read a tip somewhere: Send a letter to the vacant address, mark "address correction requested, do not forward" on the envelope. You should get the letter back with the forwarding address.
