HOW TO STOP ILLEGAL DUMPING

I'm trying to add value to a prospect (apartment owner ) I have been following up on for months. The prospect said that one problem he has been experiencing is that people have been illegally dumping trash on his apartment property and it is costing him a lot of money to get the trash cleaned up month after month. Then only solution the apartment owner could think of was putting cameras up. I have not encountered this issue with my properties. However, I was personally thinking of adding that he should put more lighting where people are dumping the trash and also putting up "no dumping" signs where people can see. I was wondering if you guys have any other tips based on your experience as a property manager and investor?
