HOW TO STOP ILLEGAL DUMPING

I'm trying to add value to a prospect (apartment owner ) I have been following up on for months. The prospect said that one problem he has been experiencing is that people have been illegally dumping trash on his apartment property and it is costing him a lot of money to get the trash cleaned up month after month. Then only solution the apartment owner could think of was putting cameras up. I have not encountered this issue with my properties. However, I was personally thinking of adding that he should put more lighting where people are dumping the trash and also putting up "no dumping" signs where people can see. I was wondering if you guys have any other tips based on your experience as a property manager and investor?

Random story, but when I was 11 or so some jabroni dumped some trash bags on my dad's commercial property. I said to my dad "Why don't you look for mail in the bag so you know where they live?" It was likely the brightest idea I'd ever had up to that point in life. 

He checked and behold there was mail in the bag. My dad called the police and they went and spoke to the guy but did nothing because the garbage dumper claimed someone had stolen his garbage and dumped it there. Ugh.

Too funny.. owning a lot of large parcels next to towns over the years we dealt with this constantly. And that is EXACTLY what we did.. idiots would include their mail we would figure it out contact them threaten them and made them clean it up.. now that was in the 80s and 90s  might not work with the current climate but that is what we did and what I would do and at the worse i would hire someone to pick it all up and dump it at their address .. you know return their stuff.. !!!
