Grass Watering for Tenants

I've had my rental property now for a year and the grass is completely gone due to no watering. 

What's the preferred course of action here? If I have a sprinkler system installed can I have tenants pay that additional water cost? 

Any landlords out there paying partial water payment for the sprinkler system? 

P.S. - I am not in the market for a property mgmt. company.

 Do you have the water separately metered?  Its going to be hard to get a tenant to pay for it, or pay for it direct as a landlord with out a separate meter.

The preferred course of action is probably turf with a surrounding rock garden.
