I put those $5 specials from the big box stores in.  They are cheap, thin plastic that filter the light but don't totally block it.   

They are cheap to replace, keep prying eyes out when vacant and are one less thing for a tenant to worry about when picking a place.  Plus they tend to distract from less than perfect windows.
