Harvey: What does this mean for wholesalers?

As we all know it is unfortunate that hurricane Harvey just came in and destroyed thousands of homes. What does this mean for wholesalers here in Houston? I am certain that many leads will now be from distressed victims interested in selling their flooded homes. Do these homes have potential for wholesaling? Is there a market of buyers willing to buy these homes?
