Alabama Tax Certificates - Dangerous Property

I have acquired a property that is in far worse condition than I expected. The Certificate I have is for a property that in my opinion is beyond repair.  

I do not have high hopes of this property being redeemed due to condition, but the owner of the property recently put a for sale on it according to the neighbor. (US HOME OWNERSHIP)

Anyone have advice? The property is worthless with this structure on it; however according to the neighbor he gets people asking him about it every day since the for sale sign for $5,500 was put up by the owner. 

Certificate is in Jefferson County Alabama.
