7 years to 7 figure wealth

I re-read Brandon Turner’s 7 years to 7 figure wealth pdf and I understand the whole year by year scaling process but I don’t understand how he’s getting these multifamily houses for 80% of market value and not accounting for rehab?? Is he actually just finding multi units that are turnkey and ready to move tenants in or?? Can anyone further explain this to me so I can get a better understanding. Thank you in advance.

 You get undervalued real estate by marketing to sellers nonstop.
