ADUs and garbage collection and other utility issues, and parking

I know there are a bunch of ADU threads, but the issues can get confusing to find answers to, so I thought I'd separate out the garbage, utility and parking issues.

I've been joyously pouring over the Fresno City Development Codes......ouch, I bit my tongue.....looking at what it would take to develop raw land and ADU issues - just all of it. Knowledge is power, right? And I'm a total law nerd, but...

A lot I was looking at has alley access, and I was thinking - cool! I could have separate access to an ADU from the alley, and front access to the main dwelling from the street. Then, I got to the section regarding requirements for garbage and I though...doh...how would the tenants in the ADU get their garbage to the street? Have any of you figure this one out? Do you just use a side set-back as an open walkway so the ADU tenant can get to the street?

I also came across code regarding adding a tiny house on wheels, which Fresno allows, which is totally cool - but, it says it can't be separately metered.  Sigh.  So, utilities included?

One thing I wondered about was whether or not this new law means that it's no longer required to build a garage as parking for the main dwelling, since the new law says you can convert a garage and a city can't require you to replace that parking.  Soooooo, does that then mean a garage is no longer required for new construction?

Would love anybody's experience and thoughts on this.  I'm just learning about lots of options regarding investing right now.

In Ca you do not need separate meters to charge the tenants for utilities.   You cannot profit from charging for utilities, but other than that it basically only needs to be spelled out.  Of course there is an expectation that it is reasonably fair.  

As for the trash, with reduced trash generation, it is reasonable for a small amount of trash to be generated.  As such, it is a minor issue.   My Dad’s home, that he has lived in around 15 years, does not have and has never had trash service.  

I think it is reasonable that the front house have 2 trash cans and 2 recycle bins (one each for each House).  The back house would bring their trash to the trashcans at the front house.
