Clearwater/ St. Pete, Florida - Short term rental laws

I’ve read a lot about how pinellas co has strict short term rentals laws. Specifically Clearwater and St. Pete. I’ve been looking to invest in the area but am unsure of how other investors are avoiding this issue?

Is it sort of just a risk that everyone is taking until they get caught? I’ve read that some hefty fines have been issued to some folks. Are there ways to get around city ordinances?

Thanks in advance for any help!

Why take the risk on an area you know that isn't conducive to doing a STR? I'd find a better area that is STR friendly.
