Fix HVAC System or install a/c units?

Hi everyone, so a bit of a backstory on the property. It is an old two-story house just outside of Palmdale, Ca. and was abandoned for a few years before being bought. 

The house had a central a/c system, but it does not work anymore. 

So my question is, with the property being turned into an STR (first one), which option seems best?

Should I repair the old central A/C system? Or should I just install individual a/c units in the rooms?

I should note that it tends to get very hot during the summers.
