Confused about local STR regulations

Hi,

I am looking at a few areas in South Florida, it seems every local municipality has its own regulations.  One area is Palm Beach Shores.  The local municipality says no, however there are 100's listed in this area on AirBnB.  

Are these people simply ignoring the city? Do these local Muncipalities enforce the bans on STR's?

I would assume that anyone renting a home as an overnight rental is remitting occupancy taxes.  That would tell the story.

If the owner is violating code AND evading occupancy taxes, that means (s)he may well be evading income taxes.  

 When we compromise and violate one law or code, that usually begets other violations in order to cover up the first compromise.  

Any ethical compromise is a debt that will some day be called due.
