What if I can’t find a property manager?

If someone is planning to move out of state (and relocate to Florida) and they have properties in rural areas (county with population of 102k) , what should they do?

102K population isn't too small, there should be a PM company. If not find a friend or someone local. They don't have to manage everything but help with things you can't do remotely. Try and see what you can do remote and type a list then delegate.
