Rehabbing an out of state multi family investment

Hello BP, I wanted to ask about how to go about a minor rehab in a potential Cleveland out of state investment. I do not know where to start. Do I talk to the contractor and he takes care of what needs to be done in regards to the rehabbing? Do they generally tell you what should go in the house or do you need at third party to try to get ideas on the rehab. HELP

Have a property inspector go thru and send the report to a couple general contractors for a cost estimate. Or if you have a property manager in the area ask them to do a walk thru.
