NYC Government Assistance ( City Fheps)

Greetings all,

I own rental property in NJ and have section 8 tenants. I recently was approached by a prospective tenant who advised me of this program in NYC called (City Fheps). From what it looks like on their website and what the person is telling is that the program pays the rent and security dep. Also it states it pays the rent for a year and if the person still qualify for the program that they could pay the rent for up to 5 years. 

Anyways, does anyone in the BP community have some experience with this program and could shed some light into it?
