Making offers before inspecting?

Are you guys/girls making offers on home before your inspecting? From reading a few different things, I see that most people make the offer and have a contingency that allows them to inspect before committing to buy but then I see people talking about not inspecting at all and buying straight out in cash. What do you do?

1 - Offer first

2 - Offer accepted

3 - Inspect property

4 - Close or pass based on inspection.

My offer is based on my (or my agents) conversation with the seller's agent regarding rehab.

My offer is based on that conversation, and me turning a profit for a flip, or cash flow for a hold.

My inspection is to see if/what the seller's agent held back, or not accurate (there's another word for this...but I'm being nice here).

Close or pass is based on the accuracy of the rehab...or if I think it won't matter.
