Security Deposit Withhold to remove tapes

My tenant moved out but left behind 90 little pieces of mounting adhesive tapes she used to hold up shades in the sunroom. They are all over the sunroom metal frames. I tried to remove it without luck (I don’t know the trick). It sticks like gum. I asked the cleaning people to help but they did not want to spend the time even I offered to pay extra. They said it would take several hours and no guarantees no further damages to the paint. What should I do now? Can I withhold like $150 as an estimated cost to remove the tapes but I will offer the tenant to come back to do the job to get the refund? If it’s an easy job, I don’t mind to do it myself at no charge. I don’t like to overcharge her but I really want it removed and have no idea the cost to hire someone. Please help with your ideas. Thank you.

I don't know if this will work, but I use one of the ear-drying solutions to remove band-aids from the skin with good success. These contain alcohol and glycerine.
