Application Time Limit?

We received an application to rent our house along with the application fee. I have asked for a copy of her DL and paystubs for 2 days now, and she keeps telling me that she sent them, she will resend them, etc. 

Is there a specific amount of time that I have to wait before I deny her? She meets the income requirement, but I can't verify it. I want to move on to the next applicant if I can, especially if this is a testimony to her character. I already ran her credit, but I'm willing to refund her application fee. How would I go about doing this?

I would say until you get those other things that her application is "incomplete."  So, just continue to show the rental and collect other applications in the meantime.

To make the waters less muddy next time, I would not collect the fee until the supporting docs have been submitted.
