Pennsylvania Tenant/Landlord laws

Hello,

The Borough of Bridgeport has said I'm in violation of the 2012 Int'l Property Maintenance code because the tenant has no hot water. In the lease agreement it specifically states that the tenant is responsible for all utilities. She has no hot water because bills were not paid. Can I push back on this citation? Any help would be appreciated. Thank you.

Did you explain to Michael Kinsey that the lack of hot water is due to tenant's failure to pay PECO, and as a result PECO did a shut off? Did you contact PECO to see if they can back up that it is due to non-payment?
