Is m PM double-dipping, or is this common practice

Hello BP - Quick question: I just turned over my first ever tenant and just got the monthly statement from my property manager.  I see he's charged me the one month's leasing fee plus the 10% management fee for this unit.  I guess I assumed that I wouldn't pay the 10% on top of the leasing fee.  It seems like double-dipping to me, but is this common practice?

@Mike Roy I charge both fees.  They are two separate services - lease up and property management.  I only charge the management fee as a percentage of rent collected, so I don't collect if there is no tenant in place paying rent yet.  I think this is pretty common in my area.
