Tenant clearly does not want us inside

My tenant makes a lot of excuses to not let my handyman to come in. They give us instructions to make an appointment during 10-11 sometime next week and to call an hour before to see if it is OK..and it still hasn't been so far.  For about a month we haven't gotten in to fix somefhing.  When I went to the house earlier it took about 10-15 minutes for them to come to the door and the same thing happens to the handyman (They kept saying "just a minute")  I assume they are doing something illegal now since they are not very good at making this seem normal (I told them we were coming by to fix something and they left a message saying they really (x10) didn't want us there until they had a chance to get there.  What would you do?

I don't know of any locality that does not allow entry once proper notice has been given. This does not require the tenant's consent or agreement, just that you have given them notice. It is still your property, and while they have legal rights to occupy it, you still have a legal right to access it with proper notice.

So give them a 24 hr notice and then go over and let your handyman in no matter whether they're there or not, or they like it or not.
