Tenant in TX is requesting W9

Tenant in Dallas are is requesting W9 because they contacted "Agency" and they needed the W9 so that they can assist the tenant with utility. This tenant is frequently late with rent and is generally unreliable. W9 is something I'm hesitant to provide. Thoughts? Thank you very much.

I'd ask to see the original request from the agency since it seems if they are providing the tenant support then the tenant should be providing the W9. If the agency intends to provide the support directly to you and that is why they want your W9 then I'd understand that, but would provide it directly to the agency. If the support is for utilities I'm not sure why you would be involved since the payment is either to the tenant or to the utility. In either case you have no income for them to need the W9 from you.
