Tenant in Dallas are is requesting W9 because they contacted "Agency" and they needed the W9 so that they can assist the tenant with utility. This tenant is frequently late with rent and is generally unreliable. W9 is something I'm hesitant to provide. Thoughts? Thank you very much.

Can HELOC be used as down payment?

Consider this as remodeling or addition. You should be okay as long as you are not changing structurally. And you are right no one would really care unless you show them.

HELOC only works on rehab/flip and sell with in 6 to 9 months.

Sell it while you thinking about it. Sounds like you have lot of deferred maintenance.

Some cities, such as Little Elm, require that you register the house as a rental before they speak with tenants about transferring utilities to their name. In addition, Landlord will (most likely) pay an annual renewal fee. Awful city.
