Any suggestions re:Landscaping in sfr (tanent occupied )

Looking for suggestions :

Have single fam residential, tenet occupied. There is a gardener doing service biweekly (courtesy service by landlords), per lease tenets are responsible for mowing grass etc.

Tenets is not happy with gardener's service and also gardener is not happy due to tenet dog waste he finds time to time in backyard.

I am trying to find an optimal solution, may be:

1. Remove grass front and backyard, put drought resistant plants ? still who cleans the leave in fall ?

2. Find another gardener, tenet tried to take quote from there old gardner at prior place, their quote is way too much.

3. Landlord get a quote from few other gardeners (likely all quotes will be higher than current gardener )

4. any other suggestions / ideas ? (please comment )

First off, id address the dog waste issue immediately with the tenant to the point that, the yard is free and clear of it. Any found in the yard is there responsibility and if not taken care of there’s a charge for the removal. Why does the tenant have to be happy with the gardener. It’s your place, are you happy with him? Asking questions like who cleans leaves, depends on what’s in your lease. I’d make sure you solve a lot of these issues in your lease
