looking to purchase a house on a FHA, considering some rehab if needed and renting it out. Are there any lender laws about buying and renting out within a certain amount of time after purchase? And if no, are there renters cheat sheets I could go over to find out A to B on the steps to take when renting?

Brett welcome to BP!! Do a search and you'll find literally hundreds of threads on tenant screening and on converting a residence to a rental. Also with FHA you can go up to a 4 unit, that may or may not be something doable but it's something to think about as you look at getting started.
