Thoughts on voicemail drop?

Hello! I'm currently searching for properties in the Tampa Bay area and I was wondering what you guys thought about ringless voicemail? I was about to try it out until I became aware of new laws in Florida governing this marketing method. Its covered under the FCC and forces telemarketers to still follow the Do Not Call List even with ringless voicemail. Do I even count as a telemarketer considering I don't have an actual business and the numbers are houses I targeted through List Source? Any thoughts or knowledge is greatly appreciated!

If you're telemarketing you absolutely count as a telemarketer. Follow the new laws, run the numbers through the Do Not Call registry.
