Has anyone else been required to apply and pay for a Little Rock business lience to rent property? I also received a affidavit for a random inspection of rental property?

You are supposed to have a business license to have rental properties in LR. 3 units or less is like $30, 4 or more it goes up substantially + a small fee per door. If you are the licensed owner and a tenant calls code on you, they will send an inspector. If they want to inspect for some reason and your tenant won't let them in, they may start legal proceedings. I would encourage you to join the local Landlord's association here and come to the meetings, about two months ago we had a meeting about the class action lawsuit landlords are filing against the city about this.
