Land Deal with 1.5 acres

Okay, I sent out a yellow letter to the owner of a property looking to wholesale the home. However, I just found out that he has had it rezoned to a medium density residential piece of land. I am new to wholesaling and have no idea how to handle a zoning issue or how to pitch this to a buyer.

Should I give up on the lead or find a developer?

Also, what information should I put together for a developer that I may end up being able to pass this lead on to?

It's 1.5 acres of land and they want 700k for it.

A builder/developer will split it and put some $700K houses on it if that 1.5 acres is really worth $700K. If it were me.... I'd work with @Andrew Clark
